SOCIAL SECURITY ADMINISTRATION (SSA)
**Most victims won’t have Social Security Number (SSN)
**If victim meets all benefits requirements except SSN
- Benefits worker must give victim a referral letter addressed to SSA explaining victim is applying for non-work SSN to obtain benefits
- Include derivative children
**If SSA does not give SSN, use “good cause ” to extend eligibility
GOOD CAUSE
**Good Cause exists when
- Victim writes affidavit stating she attempted to apply
- Victim made substantial and reasonable efforts to supply SSA with the necessary information
- Cases where the documents necessary to complete the SSN application are not immediately available
**Problems with SSA
- Problems with SSA in acceptance of applications and/or issuing SSNs may be issues which are beyond the control of the client. Clients are not to be penalized under these circumstances.
- If problems in obtaining a receipt or statement from SSA arise, explore the problem with a supervisor and the local SSA office involved
WHAT TO DO IF APPLICANT IS DENIED BENEFITS:
1. Applicant should request a denial letter
- Letter should explain why she was denied benefits
- Applicant has right to be given a written explanation of why she was denied
2. If applicant has problems with Medi-Cal
- Call the Consumer Center For Health Education and Advocacy (CCHEA) (877) 734-3258
- May get assistance to appeal decision
- Only for applicants who live in San Diego County
